How to Change Employer on a Malta Single Permit — 2026 Rules
A Malta Single Permit is employer-linked. If you resign, get terminated, or move to a new job, you generally need a Change of Employer application — not a casual handshake. This guide explains the 30+30 day planning window, CEA Form C3, documents, and the pitfalls that leave people in irregular status.

The 30+30 day rule explained
When employment ends, TCNs commonly plan around a 30 + 30 day grace / transition window:
- First 30 days — notify Identità / start regularising your position after the employment ends
- Next ~30 days — secure a new employer and file the Change of Employer application (CEA Form C3), depending on your case
Community shorthand calls this “60 days”, but the exact protection available to you depends on how the employment ended, what Identità records show, and whether you filed on time. Use it as an urgent planning deadline, then confirm your personal status with Identità or a qualified immigration advisor. Do not invent extra months based on Facebook comments.
CEA Form C3 (Change of Employer)
CEA Form C3 is the Identità residence application form used for change of employer while remaining on a Single Permit pathway. It is distinct from:
- CEA Form C2 — new / first Single Permit application
- CEA Form C1 — renewal with the same employer / continued residence track
Filing C3 is how you ask Identità to attach your residence permission to a new employer. Starting work for the new company before the change is authorised is a common compliance mistake.
Required documents for change of employer
Expect a pack that looks closer to a new employment file than a simple renewal:
- CEA Form C3, completed and signed
- Valid passport copy
- New signed employment contract
- Updated CV
- Health insurance still meeting minimum coverage
- Jobsplus / EURES vacancy evidence where the new role requires advertising
- Suitability / employer declarations as required for the new hire
- Housing pack (lease, landlord declaration, HA approval, Lease Attestation) — especially if you moved
- Health screening approval if required for the new role or if previous clearance is no longer valid
- Skills Pass / MQRIC / regulatory approvals if the new sector demands them

Termination vs resignation
If your employer terminates you: ask for written termination evidence, diarise the end date, and start the clock immediately. Notify Identità pathways as required and begin interviewing with the C3 document list open. Delay is the enemy.
If you resign: try not to resign into unemployment without a new contract lined up. A planned employer change with overlapping paperwork is far safer than quitting first and searching later inside a shrinking grace window.
In both cases, keep payslips, FS3 history, and contract copies. Future employers and Identità may need proof of your previous lawful employment.
Can you work during the transition period?
Do not assume you can freely work for any new employer the day after your old contract ends. Your Single Permit conditions are tied to authorised employment. Working without the change being processed can create immigration and employment-law exposure for both you and the new company.
Practical approach: get the new contract signed, assemble the C3 pack fast, file promptly, and ask the new employer's HR what start date they will honour contingent on Identità authorisation. Some employers stage onboarding (training / unpaid admin) carefully; others wait for approval — clarify in writing.
Common pitfalls and how to avoid them
- Waiting until day 45 to contact Identità after termination
- Moving into an STR / Airbnb flat during the job hunt and then failing housing checks
- Starting the new job before C3 is filed / authorised
- Forgetting Skills Pass or profession-specific screening for the new role
- Reusing expired lease attestation from the previous address
- Assuming renewal Form C1 covers an employer change (it does not)
If you are still within a valid permit but changing jobs, treat C3 like a mini new application: employment + housing + screening + vacancy evidence. The people who stay regular are the ones who prepare documents before they hand in notice.
