Housing Requirements for Malta Single Permit — Lease, HA Registration & STR Check
Identità will not treat your Single Permit file as complete without acceptable proof of accommodation. That means a real residential lease, Housing Authority registration, and paperwork that proves the property is not an illegal short-term tourist let. This guide explains what landlords must provide — and the red flags that derail applications.

Why housing matters for your permit
Your Single Permit is a residence permission as much as a work permission. Identità needs evidence that you have a lawful place to live in Malta for the duration of the application / permit period.
In the official document packs this usually appears as a cluster of housing papers: signed lease, landlord declaration, Housing Authority (HA) approval letter / registration evidence, and a Lease Attestation Form stamped by a lawyer or notary. Missing any one of those items is a classic reason files stall even when the employment side looks perfect.
Types of acceptable housing
Identità expects a residential lease suitable for long-term living — not a holiday booking.
- Acceptable: private residential lease registered (or being registered) with the Housing Authority, with declared occupants within overcrowding limits
- Not acceptable for permit purposes: Airbnb / Booking.com stays, tourist lets, or properties operating only under a short-term rental (STR) tourism licence
Overcrowding rules matter too. Housing Authority guidance commonly enforces a maximum of 2 residents per bedroom, up to 10 total, with bathroom capacity rules for larger households. If the lease lists more people than the flat can legally hold, expect problems.
Housing Authority registration
Private residential leases in Malta must be registered — typically within 10–30 days — through Housing Authority / rent registration channels (including rentregistration.mt).
An unregistered private lease is legally weak (often treated as null/void for enforcement) and is also a Single Permit liability: TCNs need the HA registration / approval reference for the Identità file.
Ask your landlord for:
- Signed residential lease
- Landlord Declaration
- Housing Authority Approval Letter / registration proof
- Lease Attestation Form (lawyer/notary stamped)
The STR licence trap
Some landlords advertise “long lets” that are actually short-term tourist properties licensed by the Malta Tourism Authority (MTA). If the property appears as an active STR on validator.mta.com.mt, treat that as a red flag for Single Permit housing.
Quick risk matrix:
- No STR licence + HA-registered lease — usually the safest profile
- No STR licence + unregistered lease — residential intent, but still non-compliant
- Active STR + residential lease claims — conflict / dual-use risk
- Active STR + no HA registration — high danger of illegal tourist housing sold as a “permit lease”

Lease Attestation Form
The Lease Attestation Form is the stamped confirmation — typically by a lawyer or notary — that your lease paperwork meets the formalities Identità expects. A plain PDF lease without attestation is often not enough on its own.
If you renew the lease, change address, or add occupants, budget for a fresh attestation. Renewal applications commonly fail when applicants reuse an old stamp from a previous address.
What to do if your landlord won't register the lease
If a landlord refuses HA registration, you have a permit problem and a tenancy problem:
- Do not pretend a WhatsApp rental agreement will satisfy Identità
- Escalate in writing and keep records of your request to register
- Consider Housing Authority dispute / adjudicating channels if the landlord is unlawfully refusing registration
- Be ready to move — many TCNs ultimately change flats rather than wait on a non-compliant landlord
Never rely on “we’ll register it after your biometrics.” By then your application may already be stuck. Fix housing compliance before you treat the Single Permit pack as complete.
